A good speaker must be a good listener also. communication is a two way traffic. A good listners easily finds people who would attentively listen to him. I neither shout nor whisper but speak at the normal volume which is comfortable to the listner.

People seriously never listen to me.
I could be screaming at the top of my lungs in a library and no one would notice. Usually I get too angry to even repeat the question after someone says the dreaded "huh?"

i just talk normally. i don't shout. and why would i whisper? it's not like that would get their attention since they won't hear me.

i don't shout but i will raise my voice a bit. It lets people know that what i'm trying to say needs to heard.

When I really want to be heard I say nothing.
I wait patiently with a smile on my face until I have the person's attention and they're open to listening.
When they are, I tell them.

Beat `em over the head, knock `em out, tie `em up, then when they wake up see if they`re ready to listen.

Really, you ask them them to please sit down and explain that what you have to say is very important to you, and would they please indulge you for just one minute. Make them look you in the eye while your speaking. When you are finished, ask them if they have any comments or questions.
