Actually, they are almost the same thing...Freezing meat.
Frostbite is a serious condition and if not treated properly, could result in amputation or death. Frostbite is the condition where ALL tissue of the affected area is frozen. This creates ice crystals in the tissue and when thawed can be very painfull. Advanced conditions are noted by the tissue turning black, becoming completely painless and dying. Side effects are blood poisioning and gangreen. Anyone with any form of suspected frostbite should be carried and not allowed to walk under their own power-even if the area affected is fingers, nose, etc. The crystals may break off in the blood and be carried to the lungs.
Freezer burn affects frozen meats in the same way except the meat is already dead. You get a blanched, pale/grayish look to the meat and when cooked it may taste like cardboard. This is due to the lack of nutrients.

Similar except freezer burn kills skin cells deeper than frostbite would.

It is more like a burn. That is how it is treated by medical professionals and that is how it feels.
