Germany probably possessed the second best artillery over all in the war. They had excellent guns, and decent fire control.

The best was probably the US, they had amazing fire control, good guns and made good use of artillery.

The Russians had lots and lots of guns. None of them were really amazing, but nothing really crappy either. Fire control was rudimentary, and they didn't to compensate by have many many more battalions of artillery.

The British artillery was generally well controlled, but not as good as the US, probably very close to Germany. However their guns were sometimes lacking. They had some rather antiquated pieces that they used right up to the end of the war. Also, they generally did not have the same amount of heavier artillery.

I would say that over all the British and Russian artillery would have been about equal.

The germans had great muscle, but not as much brains. That's why they lost
