Flood waters subside by being syphoned off into rivers, reservoirs and lakes. Also flood waters sink into the soil and there is some evaporation too.

It evaporates, drains into the land and is carried away via rivers or drains, much eventually making its way into the sea. Two thirds of the Earths surface is covered by water - there is five times more than that in the Earths crust - so this planet should be called Water really.

Here in Arizona, lots of the flood water is routed to reservoirs so that we can have water when we have those long droughts. The rest of the water evaporates, or gets soaked into the dry ground.
