If you want to travel alone, I would vote for New Zealand, as it is generally safe and women do have as much protection as they would in any western country.
But you would still need to be careful in a normal way.

I would not know what is the safest place for a woman to live, as a lot depends on who you are and how you behave.

Most rape is done by men known to the victim, husbands and boyfriends rating the number 1 positions, followed closely by relatives and close friends.
So you need to choose carefully, drop any contact with relatives you do not trust or have proved not to be trustworthy.

Midsized town are often better to live than big towns, but some sub-urban areas are better again.
Small towns are extremely safe or worst you can ever be, depending on who else lives there and how they behave, and often no way to find out till it goes wrong.

Countries that are known for male superiority are not the best, (IE South America) and countries that have strict religious rules may be best, but I do not really trust it. (If by law or tradition a rape victim can be punished for having sex I do not want to live anywhere near.)

I am living in the Netherlands, feel pretty safe here, but know that there are situations and people I should avoid.

Well, I'm thinking and I can't really find an answer. I think that for one reason or the other women must be careful everywhere, both in countries where they have equal rights as men and where they don't because safety is not only assured by the law. In general, Europe is safe during the day. At night, don't find yourself alone and you'll be safe.
