Anytime when one is not feeling dizzy or burdened.
People will generally say early morning after a good nights sleep. But I feel too energetic at that time to study. I feel like going out for work or school or play. I can sit in classrooms in the morning interacting with friends and the teacher but I can't sit alone in a quite room and study.
I think day time is better when your energy level is normal (provided you do not have the habit of sleeping in the daytime).
Best time for me is the night time. Since you generally sleep after studying in the night, you can think about what you have studied just now (and avoid thinking about what you did the whole day) before you go to sleep. I have cracked several challenging problem while thinking just before going to sleep.

The best time to study is in the early morning hours. The reasons are :
After a good sleep, your brain is relaxed and fresh.
It's very calm in the morning. Hence you can concentrate more.

It's different for each person. I prefer studying in the morning and afternoon, but since those times are usually packed with classes, errands, etc. I usually find myself studying at night.

early morning (if u dont have school)
sleep @ 10, wake up at 6 have a shower n BREAK FAST, by 7 start studyin !!
f u have school, give ur self an hour after finishin n only study for 2-3 hours!

i prefer to get up early in the morning and study. in the morning, your mind is fresh and your mental energy is at the highest. it will take much less time to study and understand the subject matter.

for maths after 10pm and for other subjects to memorize 4am to 8am. if u r free daytime then study at night only, i guarentee u ll get benefitted. If u r below 18 dont follow my suggestions.

Each person has a different comfort time to study... I personally can wake up the entire night and study... however waking up early and studying is a problem...
Spend sometime with yourself and identify your comfort zone...
