"Law arrives when a hurt occurs against it, but the question, is If Law is strong, then no one can hurt it, but today we seems Law is week, so peoples hurt it." Analyse.

The law is not a person, so nobody can hurt it. Its just a piece of code written by law makers.

But enforcement of law may be weak which means sometimes law can be broken and the law breakers will not be punished. If you have good law enforcement then people will be afraid to break the law for fear of punishment.

there is no strong law or weak law, or somebody hurting the law, since the law is not a living being. Once the legislature makes the law it is the duty of the executive to enforce it, if the enforcement mechanism such as police dont do their jobs then law will not be very effective.

Our laws arrives after we call them when some one hurts it. Sometimes it doesn't come even after a call. So the damage is already made and whatever measures we take can not reverse the damage.

Laws need to be so strong enough that people don't dare to play with them. For example the Islamic laws followed in Arab countries.
