I heard there is no snow but the temperature is around 0 eg Celsius (or 32 deg Fahrenhit). The coldest weather I been to is 10 deg C to 15 deg C. How much do I need to add to my normal winter clothing to sustain reasonable state of mind in such cold weather?

Is it windy in Oslo in November? Should I bring along a windbreaker?

My first trip to the Oslo area was during the end of October until the end of November. And it was pretty darn cold!! Now it seems to me that you are used to cold weather, unlike me (I'm a Florida girl), so I don't think you will have much problem. I went with simply Florida "winter" clothing, and I didn't have any problem. As long as you have a good parka and if you can wear some sort of long underwear (like long johns) under your pants, you will be just fine. You can purchase them when you get to Norway if you don't think you will be warm enough. Just keep in mind the prices are insane in Norway!!! Be sure to take along good warm socks!! Oh and it snowed when I was there, so be prepared for that as well. I'd take along a windbreaker or purchase a parka that serves as a windbreaker, just in case.
I hope you have a wonderful time, Norway is a beautiful country and Oslo is a fabulous city!!! Have fun and stay warm!
