This is a long, but totally non-scientific answer and it is my best guess.
Laughter is the natural response to tickling just as crying is the natural reaction to pain.
Pain is natures way of telling you that something might be seriously wrong with the body and it might need medical attention. For the majority of people, pain does not cause pleasure (I am not speaking for those with a variety of pain fetishes which can cause physical scars, marks, disfigurement or other visible signs). Pain is generally not a stimulator for a positive bond between people.
The ticklish sensation is natures way of telling you that something is touching you. When an insect lands on your skin, you feel a small tickly sensation and brush it off.
Tickling can also be used for bonding between a mother and a child. When the mother gently tickles her baby and the baby laughs, she laughs and smiles as well. The baby sees her smile and feels her love and the bond is developing. This bonding is not only for mothers and babies either. Siblings do it, too. But is can go even deeper.
Tickling is quite often used in flirting. When the person who is flirting playfully tickles the other person and gets that laugh that they desired, they feel good and they got their point across and they got the laugh they wanted. Somehow, I think that crying in pain would be an improper response to a flirtatious tickling.
Tickling is also good for bonding with friends and couples. As long as there is a mutual trust and respect for each other, there is a lot of pleasure (and health benefits) from tickling. Many people do not realize that laughter really does have health benefits as well. When you are laughing and the stimulation for the laughter is something that you are enjoying, whether it is a comedian, a funny show or playful tickling, your brain floods your body with endorphins while you laugh. If, however, you are tickling somebody against their will and they are not happy about it, they will not recognize these health benefits because their anger will override any positive effects.
Frequently, the most ticklish places are also considered erogenous zones. I don’t believe that this is a coincidence. There are many people who love a good foot massage. The are many people who become aroused when they lover gently dances a feather across their stomach, side and armpits.
I think that the bottom line is that tickling can bring incredible pleasure to the ticklee when it is done with respect. You have to respect them and their limits, their concerns, their desires (if they really want you to stop) and them as a person. Even people who believe that they HATE to be tickled have enjoyed my tickling encounters because of the respect I give them and the focus on keeping it fun for them.
Therefore, I believe that laughter is the appropriate response for tickling while tears and crying are the appropriate responses for pain.
One last note, there are some people who are so sensitive that tickling is realistically painful for them. Unfortunately, laughter is still natures response whether they like it or not. Please respect peoples feeling and desires when it comes to tickling. Tickling should always be fun for the ticklee as well as the tickler. If the tickler does not respect the ticklee, it becomes abuse.

The short answer is that that's what ticklish people do by definition. It's interesting to see a question that more or less answers itself because the action is part of the definition of the premise. I read a novel not long ago in which one character asks others, "Why is stealing wrong?" and gets different answers, the last of which is that the definition of stealing includes the wrongfulness of the act, thus making the question a tautology.

I cry. No lie. My dad used to tickle me and no matter how hard I cried, he would not stop. My feet, do not touch or your will end up hospitalized.
