Usually a section within the police department called "Internal Affairs". They have to abide by the laws just like everyday citizens.

Generally, if cops are suspected of wrong doing, they will call in a special prosecutor from another county. Or, if they are city or county cops, they can call the state in to investigate. If there is enough evidence, the bad guys will be arrested and treated like any other suspect.

Around here there are civilian watchdog groups, approved by the sheriff, who monitor police activity.
