Restart ur PC in safe mode and remove spy softwares..
Then try doing t same..

Your system might be overloaded or overheating, close all non crucial programs, you should only be running the internet browser, no music players lime wire , anything else.
If this isn't it let computer cool down for an hour, make sure the fans can breath whereever they are located- back panel, possible side panel also.
If you have a second computer = or roomates= or even work or a library / internet cafe, burn the program to a disc or use a flash drive = I'd recommend unplugging your internet during the install- definetly reboot after install and run a full scan= try and get the new virus protection to monitor your system in real time their after!

If something stops you downloading an AV you have 2 choices, format and start again, or
Go to a friends with a USB key, and download the installer on their PC, and take it home. (WWW.AVAST.COM have a good FREE AV solution, that I'd trust over norton / Macaffee etc any day)
Install the AV and run it, hopefully this will get round that issue.
Also check for spyware causing problems, so while at your friends download the 2 below and run them FIRST.
U might have a spyware/malware infection too
I'd reccomend these 2, run each in turn
ADAWARE fro www.lavasoftusa.com (Free personal version)
also SPYBOT S&D from www.spybot.org (Again free for home use)
Also worth having in toolbox is CCLEANER from www.ccleaner.com again a free download, and a good general windows tidyup utility.

Since you CANNOT download any software including AV program , TRY an online scan for virus/es

Para two : Your IE6 or 7 may be corrupt.
Start/Control Panel/Add/remove Software/Windows Components. Check/un check to uninstall and reinstall.
Para three :, When your system starts downloads, have another browser as standby.
Download Firefox from

Download from another computer and install it in Safe Mode w/Networking. Chance are that whatever is causing your issue (spyware/virus/trojan) is likely to not start. After installing, reboot if required and boot in Safe Mode with Networking again. If you have cable/DSL and your connection is working, update your utilities and run a full scan.

don't do that !
first choose right av, but first of all, i intruduce my experience,
myself kamal,from jammu, a local tech guru,
i'formatted my system hd every month coz of currpt/virus
but from last 9 months i choose Mcafee Virus scan 4.5.1
and update it regurlaly, i'm satisifed with this one, and u can't belive, how amazing winxp after this av
this av eaisly available in market. plz procure and intsall, but dont prefer downloadable free av

if somehow u get a window counting down then u should open fast a command prompt and enter "shutdown -a". that will stop computer restart.
