I tried clicking it but nothing happens I'm in disc 1 still and have PHS in my key items, I tried clicking it in world map even in saved points... nothing happens. Is the phs only for use when the games needs to you to switch members. I thought you can switch members anytime you want.

I did try using the enter key ... any hints when key to press, I pretty much tried to click the phs in the key item menu with every key possible.

It works when you're outside and have party members to switch to. There are points, IIRC, where the story requires you stick with certain party members.

Should be able to use it any time on the world map or at a Save Point, once you get the item after the Kalm flashback.
