Is it normal to see the water dirty straight after using a siphon and changing water?

absolutely, these are all the debris that come out when using the siphon

It clears all up in a period of 24 hours, and you should have a crystal clear tank, afterwards

Yes.
It stirs everything up for an hour or 2. It's perfectly normal.

If it seems super dirty, you can do another water change in a few days to get it cleaner.

You don't want it completely clean though, That gunk contains and is feeding beneficial bacteria that are helping to keep your fish alive.

how much water are you leaving in there, please make sure you leave about 1/4 of the water in the tank it might just be bacteira and dirt it should settle down, if not check your filter. also never wash your filter in clean water. when you change your water put the dirty water into a bucket then pull out your filter spounge and clean it out that way. have fun
