No. Although they do practice canings, they are carried out inside prison walls and are not open to the public. Singapore has never practiced public canings, at least not anytime in the recent past, although i hear private canings are a fairly common punishment.
Back in 1994, an American was sentenced to a caning in Singapore for vandalizing, and of course the whole U.S. went up in arms, because of course the U.S. should is the greatest country in the world and their citizens should be immune to the laws of other, lesser countries. During all this commotion, an American who had been to singapore claimed to have witnesse a public caning over there, but the were lying. In the end, the American vandal was caned but it was done in private, just like always. So that could be why some people get the mistaken impression that Singapore practices public canings.

NO, Singapore government DARE NOT practice public cannings for criminals.
It is ALL DONE IN PRISON, where no public can see or witness..... even when they give a EXTRA 3 STROKES, a prisoner cannot protest or stop the canning.
Singapore Government policy is CANE FIRST THEN TALK (they don't even apologise when the canning is done wrongly)
All in all, they protected themselves behind prisons walls where NO ONE can or dare to object.
In the last 15 yrs or so, 2 prisoners are wrongfully given an extra 12 strokes and 3 strokes of the cane , resp.
YET NONE OF THE "WRONGDOER" ARE PENALISED.

There are no public canings. Only in Secondary and Primary schools where the students have been very very bad.

School is allowed to conduct caning of students either in the office or at the hall
