it really depends on the performance of you computer. If you have a faster processor and tons of RAM, then it shouldn't take long at all. I have a Pentium 4 and about 640mb of RAM (a nice amount, but still not a lot) and it takes only a few seconds to do it. One way to hasten the process would be to wait until your computer is done starting up and loading all the start programs before you click on the icon. It really doesn't matter whether its a desktop icon of if you click on the program (extension .exe) file, FYI

When I just turn my computer on and it is still loading, or when it's doing a scan or viruses and spyware, it can take up to 20 seconds. If it is not loading or scanning, it takes like 3.

I would use FireFox and uninstall IE, but thats just me.. Try going into tools, options, clear cookies and all that junk you dont need. if not get some of these programs. I use PowerSuite (the spy, reg, and speed combo)

Are you performing disk clean up and disk defragmenter regularly? This will cause slow response if you don't . Also, you should run Ad-Aware to delete spyware that may be clogging up your system.
