Well it depends on your "fashion sense" but I would say probably the same places the first two answers said. But if you have the time and energy you could just walk around the mall with your mom (or whoever) and look at different clothes and buy what you want. Though no one should really tell you exactly where to shop, you are getting older you should start to make your own desicions. (I'm not trying to be mean I'm just saying and I can totaly understand why you would ask this question)
By the way I know alot of people are gonna say this but please don't shop at AE or whatever! Well don't go there first, sure they have nice clothes but I mean seriously you can't walk for 2 minutes without seeing someone wearing clothes from those stores. You can find clothes that are just as good/better for cheaper and they might have better quality. If you want to shop their fine I won't insult you anymore but try some variety, please.

The best place to shop would be Old Navy, Gap, Aeropostle, Hollister, and Limited too. JC Pennys and Mervins 2.

Popular brand names are American Eagle and Hollister or Aeropostile and Abercrombie and Fitch. They can cost a lot of money though. If you still want brand name clothes check out the Plato's Closet web and see if there is a store near you. They sell discounted brand name apparel. But otherwise Macys, JC Pennys, Kohls, Dillards, and Target or just about anywhere you see a cute outfit is perfect. Happy Shopping!!!

Abercrombie Kids
http://www.abercrombiekids.com
Hollister
http://www.hollisterco.com
American Eagle
http://www.ae.com
Aeropostale (a few things are a bit tacky)
http://www.aeropostale.com
Abercrombie & Fitch (for the taller ones)

Good luck :] Those are the most common places where pre-teens/teens shop, but don't be afraid to be unique
p.s. Limited too is OFFICIALLY out (as of 4th grade)

when i see younger girls walking to school or when i'm out with my dog, it looks to me like the eleven year olds shop at:
- la senza girl
- stitches
- siblings (sorry but i really don't like this one)
- northern getaway for kids
- old navy
no eleven year olds really wear hollister or any big brands. anyways, just try to make your outfits match!
bye

First, look online to see if you like their stuff.
Then look in the clearance/sale/outlet sections for good deals.
Buy only colors that flatter your skin/eyes/hair; and styles that look good on you. Be careful of trends!
TRY:
abercrombie
aeropastale
american eagle
banana republic
delia's
forever 21
gap
hollisters
jcpenney
kohl's
lord and taylor
macy's
newport_news
nordstrom
old navy
pacsun
spiegels
urban outfitters
victoria's secret
wet seal
