how do you know when to pronounce them or if the vowel sound before it is longer? i hope that makes sense because it really confused. like in た いて い, it is pronouced taitei or taatee?

う is pronounced as o. and only elongates the vowel before if it is an o as well. so if there is an よ before う, it's a long yo--
same goes for い. if it's しい then it's a long shii. so, the alphabet before it has to end in the same vowel as the alphabet after in order to make it long.
but if it's in katakana.. say ターテー then the ー acts as an imitation of the vowel after and so you elongate the alphabet before it regardless and say taa tee

Taitei is pronounced just that way (ta i te i). Each vowel's sound is pronounced. For long u sounds, the vowel is held just a little longer than for one u. For long o sounds, it often seems like the long o turns into two sounds, o for one beat, then rounding a bit to a u for the second beat.

Most vowel sounds are pronounced. The only sound that seems to disappear is a short i sound. It disappears between consonants in words like ashita, pronounced ahsh ta, not ah shee ta. It disappears in a few other situations as well.
