There are wonderful sandy beaches all along the western coast. In many areas of Northern California, Oregon, and Washington, the mountains and cliffs go right up to the ocean, often leaving a ribbon of sandy beach, sometimes just rock. But there are plenty of areas of sandy beach interspersed with the areas of rocky coast all along the coastline, as well as long areas of wide sandy beaches in many locations.
However ... don't expect to be swimming in the ocean, or sunbathing on the beach, in Northern Cal, Oregon or Washington state! Along most of the Northern U.S. Pacific Coast, the Ocean temperatures are 54-62f in summer months and 46-58 in winter months. Additionally, the weather tends to be rainy in winter and spring, foggy in summer and fall; and temperatures average 62 daytime summers, and 50 daytime winters (variations along the area occur).
It's a great place for nature lovers, photographers, and beachcombers, as the beaches are generally not full of people, with the exceptions of a few high-tourist areas during peak season.

Oregon has sandy beaches and great mountain ranges. The other choice is Baja California. Great beaches, great mountain, great seafood, $2 lobster.
Sorry, I missed the part of the question about "state" Forget Baja California.

Both Oregon and Washington have beautiful sandy beaches. Oregon, Washington, and California all three states have beautiful beaches and mountains. So all three of those states would be excellent choices for you.
