The passport HAD expired over four months when I went to renew but I'm not sure that makes any difference. No reason was given.

If you surrender your passport when you apply for a replacement they usually don't give it back. You don't have to give it to them and if you want to keep it you just don't give it to them, you give them the appropriate paperwork and say you can't find your passport. I have all 5 of mine and its fun to look at the old visas and remember friends.

If your old passport was damaged or in bad shape, it will not be returned to you.

you cant have 2 passports
or 2 id's
