I have replaced the fuel filter and siphoned and replaced the old fuel. I dont have any fuel in the fuel line between the tank and the fuel filter. I believe that the pump is working??? ANY ideas

its the pump take it out and test it check the ground and other connections,also the screen on the pump if its got rust and whatnot on it it cant pump if the pump was good
