When is Hornswoggle going to lose the Cruiserweight Championship..?
He needs too, to bring some prestige back into the cruiserweight division.

What you are saying makes sense and i agree he needs to lose it soon, but what title in the WWE has any prestige anymore , maybe Cena's cause he has held it so long, thats about the only one.

The likelihood of seeing the Crusierweight Title being retried is pretty good. A few months ago, rumors were flying that the title would be retired in place of a newer (and modern?) title.
If the Cruiserweight Title remains in the WWE, I leave it on the SmackDown brand and give it to Jamie Noble or Chavo Guerrero. I am leaning more towards a heel Chavo holding the title and having Noble chase him for it. They could put on a decent series of matches.
If the WWE decides to take the title out and add a new title into the ranks, I'd go with a TV Title like someone stated above. I'd have the Cruiserweights and lower tier Midcarders battle it out in whatever new division they create. I think this has more of a chance of happening than bringing prestige to the now diminished Cruiserweight Title ... bad move on the WWEs' part with the Cruiserweight Title.

I like Hornswoggle as chmp it's funny but he should have a feud though but he's a good Cruiserweight champ but if other people start competing for the title like Rey Mysterio or Chavo Gurrero than I want to see prestige back.

I think it's a lost cause. There's no prestige to that title anymore and it's too late to do anything about it, there are no actual big-name cruiserweights.

Rumours going around that WWE will take the curiserweight belt out and bring in a tv title so maybe Hs is the last champ.
