i dont think they ever will.
i honestly dont think their shareholders would allow it... the xbox division has been a major bomb for them.. just in the last two years, microsoft has lost $4 billion..
they lost money with the original xbox as well.

NO...microsoft has teamed up with nintendo in the past to create a so called X-BOY but the project wont push through...microsoft won't be making handhelds.
