There are many factors to consider in studying for the "best" universities.

Why only be concerned about the board passers? What about the quality of faculty (whether they have master's or doctor's degree)? What about their research programs? What about the number of Fields of Excellence (by majors) being awarded by CHED?

I agree. I think it's the quality of the graduates that counts the most. Passing the board exams is one of the greatest factor to be considered. After all, it's the final of all final examinations. It doesn't matter where some students in the provinces do have classes under the tree, which -- as many perceived it to be -- makes them behind others who have air-conditioned classrooms in the metropolis, as long as they excel in the "final examination."

I agree with these findings. If one were to look at the leaders and successful individuals in the fields of governance, education, business, sciences, arts, private sector in the Philippines, even abroad, one would find that many of them graduated from the top schools mentioned above. That is an excellent measure of the quality of education that those schools offer to their students, and validates these results.

some schools intentionally fail or expel students they think might fail in the board exams, in order to raise the school's passing percentage, while others give those students a chance.
so if what you mean by top20 is the intellectual capacity of the graduates, then i totally agree with the list. but if what you mean by a good school the growth and character development of each student, we currently have no studies that measure that.

to agree, my answer is yes
but to based the rankings on the number of board passers, it is a big NO. there are still many factors to consider like for example the facilities, the faculties, and the questions "can the school compete globally?", "are the graduates of the said school competent?".
