If at Shoney's 2 can dine for $10.99 why did lunch cost 20 bucks for two when I went last week is it a scam?

There is a sign at Shoney's that says Two can dine for $10.99. I was excited about it thought it would be good for a cheap price for two then for two of us it was 20 bucks. Why oh why did Shoney's lie?

You just ordered the wrong items. Next time check the prices or ask the server what the lunch special is.

Because the special doesn't include the whole menu. The menu lists what is 2 for $10.99.
