If you are looking for the word guilty, you my friend are not going to get it. I have heard that before, and it does NOT apply to the people in the Military.
In the Military, the only way you are innocent is if your chain of command really likes you,

you're harmless until shown accountable. by ability of regulation and by ability of hassle-free undemanding sense and info. Being shown accountable, you have too prepare they did the incorrect. in any different case, you have not have been given any info of something as a result they're harmless. Being accountable until shown harmless is fairly ignorant and judgmental.
