I think mildly mentally retarded means that a person's IQ is just under average. Yes I believe a mildly retarded person can graduate high school and college. They just put in a bit more effort.
Also, IQ's can change in the course of a person's life. They have shown that people can learn to be smarter, sometimes development is slower.
The third thing to note...in the past, special education teachers did not have the type of training they do today. They did not have the resources. For the most part, a specialist does the evaluations now. It could be whoever evaluated you did not really know what your learning difficulty was. Today many students catch up with their peers, and are exited from special ed.

RE:
What does it mean to be MILDLY mentally retarded?
I read in medical documents that I was mildly mentally retarded. I know I was in Special Ed. But is it possible a mildly mentally retarded person can graduate from high school with a 3.6 GPA with honors & have a college degree? That's what I did.

Definitions of Mild mental retardation
Approximately 85% of the mentally retarded population is in the mildly retarded category. Their IQ score ranges from 50-75, and they can often acquire academic skills up to the 6th grade level. They can become fairly self-sufficient and in some cases live independently, with community and social support. This doesn't sound like you. Maybe someone made a mistake, it does happen.

Of cause not that's a major health problem that regular people usually don't suffer from which is why it calls for major concern. Even if you were with the slightest I guess reasoning for that claim. I'm pretty sure you can just view the average GPA scores for people with mild retardation to get some answers. Also there would be no possible way to get a college degree with mental retardation. Doing great in school is what mental retardation people are getting treated for in able to do so. Your perfectly normal even more healthier due to your academic achievements. Your doctors can even compare their grades to yours which is why they made it to medical school.

Mild retardation is commonly referred to as being "slow". A person is slow in learning and communicating, but has the capacity to do so with time and consistent developement skills. A Mildly retarded person should also be able to function fairly well in todays society.

I'm not sure of the exact ranges, but MMR means that your IQ would fall within a certain range. (I think its around 75).
And I am not surprised that you graduated with a 3.6 and a college degree. You obviously worked hard to get good grades and you finished what you started. Congratulations.
I had a friend a long time ago who went to college in Pennsylvania and got his degree in Special Education. He told me about one of his classes where a plumber came in to speak to the class.
"Hi, my name is _________. I was diagnosed as mildly mentally retarded. I got my diploma, went to tech school, and learned to be a plumber. I now make $50,000 a year (this was when $50,000 was worth a lot more than it is now), and you are paying to hear me speak today. Who is retarded now?

Maybe you should be retested. ....or....maybe you have just overcome an obstacle.
Mildly mentally retarded means that at the time the person was tested that there were developmental delays.
Everyone is marked by milestones that they should have achieved by a certain age. Maybe you were a bit slow to achieve these when you were tested. It is possible to overcome that and climb back into the normal ranges.

It means you have an IQ between 50 and 75, with the skills of a 6th grader.
I would say that some psychologist blew your IQ test.
Congratulations!
