is the inguinal hernia that comes in and out of my scrotum slowing my growth if it is not incarcerated, small, and not painful? My testicles are fine, I'm 5'1 and 15 years old

Inguinal hernias do not affect your growth in any way. However, they will get worse. They will get bigger and possibly incarcerate which becomes a serious medical condition resulting in hospitalization, surgery and resection of some of your bowel. As it gets bigger, surgical correction will become harder.

I would talk with your parents and tell them what you have and that you need to see your family doctor.

I had two inguinal hernias repaired when I was 23, one on each side. The first fix was the big one, as intestines occasionally pushed into the scrotum. In a month I was almost completely recovered. Before that there was a little gurgle and bulge in my abdomen when straining. The second time was a little tear (time would have worsened) but they had to go in there to fix it and at the same time remove a testicle that had always remained inside my abdomen. It also took a month to heal. A guess a risk would be severing veins or nerves that lead to the testicle, but in this case that wasn't a concern. Think real errors are rare in these common surgeries. Sorry I don't know the two types of repair, unless you're referring to the "mesh screen" or whatever they put inside you. I never had that.

The hernia has nothing to do with your height.
Talk to the doctor about whether or not the hernia needs repair.
