Genes control skin color/pigmentation. Simple as that.
If you wonder why genetic differences seem to be geographic, it may be teh reult of many factors, including people of on color tending to mate with people of another color or defining social groups by color. The socail groups may have migrated together and the differences made geographic.
Or perhaps skin color/racial differences also were impacted by geography -- dark skin may have been an advantage in a hot sunny place like much of Africa while lighter skin was adapted to colder northern climates.
Or a combination of such factors.

Environment. Africans are darker because of the proximity of Africa to the equator. Each nationality develops certain traits because of factors like climate and diet.
