Apparently the people of New Orleans thought so, they re-elected him. But really, he did or did not do many things he should of or could of and many more people died because of it. He is very good at puting the blame on others though and it worked for the most part. After Katrina he was a very effective spin doctor, riding the Army trucks through the city like he gave a damn and all.
gr8ful, it was not the fact that there was no one to drive the school buses, it was that he was not going to "transport his people in school buses", he expected the government to provide luxuary buses. I don't know about you but I'd rather be uncomfortable and safe in a school bus than dead waiting on the nice one to show up.

No. Nagin and Governor Blanco thought FEMA had constructed a solid, sensible playbook on how to effectively deal with a Category 4 and / or 5 mega-hurricane like Katrina.
That was their biggest mistake, next to not meeting up and building one together.
The world watched the mess unfold--and it's shared by Nagin, Blanco....and George W. Bush--all of whom relied on inept FEMA to come through.

Not by what I saw...whoever voted him back in was totally off...he did nothing to get New Orleans ready for a mass exidus...why were all those school buses just sitting with no one to drive them...he just waited for someone else to do for them while he himself was no where near the center...till later when the cameras were on...
Where were the leaders in that community....???
Everyone just sat there and died without helping themselves...are there no young free thinkers or go getten type people there? Why did no someone with some gumpsion get up and do something....instead of waiting for the gov't to come...when does that ever work.

I'm not in New Orleans, but the only images I remember of him through the crisis were of him in well-tailored suits, telling a TV talking head about how much more President Bush should be helping him.
I'd vote NO on that criteria.

Willy Wonka and his Oompa-Loompas were terrible at "management". The police forces were out on leave, the insurance companies are still ripping people off, he didn't have an evacuation plan ordered up... I wouldn't be surprised if he caused more damage than the levees breaking!
