Could somebody please tell me if I need to keep a heat lamp on my anole at all times and basking lamp on my plated lizard at all times?

As far as the Anole is concerned, it is native to the southeastern part of the country, so ideally you would try to duplicate those types of temperatures. It does not need to be hot all the time. I used to do well with the southern California temperatures. If the cage receives direct sunlight, make SURE the lizard has a way to get out of the sun. If it can't it will die.

It's normal to have a temperature drop at night and they should both have a daylight/darkness cycle. If your house temperature drops into the 60' Fs at night then you might want to think about a supplemental heat source at night like a red bulb or a heat pad at least for the plated.
