It givens citizens more control on how they shape their local environment and policy. More emphasis becomes placed on local government and policy, giving more citizens access to participate.

As said before, it governs less and lets local govenment make more decisions. It really allows the people to chose. Dig governmant, as practiced by the Dems, take control and descretion away from the people and local goverm=nmants and sets a very ridged standard where freedom of choice... whell there really isn't a choice. Big Brother tels you what you are going to do.
