That is indeed a bad thing to do. But I wouldn't say it's out of the normal. I mean, everytime I want to study I get distracted by something (my friends, my guitar, my pet) and I get back to work an hour later.
I'm in high school that means it's not such a big deal to waste my time. But you are in college, so I don't think it's okay for you to procrastinate.
Get back on track!

I need to go to the Post Office I have a meeting at 3 :00 in Glendale it's already 210pm there's a ton of wash to do my house and room looks like the Hurricane hit here yesterday ...but I'm still here answering questions.

No, it is good to have a break,unless your brother is spying on you.Always keep your notes with you so you can pretend that you are discussing your college homework. You are on the right track, keep going baby!
