what is the best way to maintain both the stainless steel exterior of the grill and the porcelain grates?

go to Lowes, and ask for the seasonal dept. they will show you all the stuff you need.
I use Magic Stainless steel cleaner comes in a blue spray bottle. It cleans very well and leaves no streaks.
I also use a cleaner for the porcelain it is called soap and water after every use it will save the grates from having build up.

Run the grill on high for five - ten minutes after you're done cooking. let it cool, then use a plastic abrasive pad to buff off the ash and soot.

As far as the stainless, never use an abrasive cleanser or wire brush, Windex is best.

Stainless steel is an oxymoron.

It will discolor and stain and even corrode after time.

don't use a metal brush to clean the grates. There are other options, such as strong plastic brushes made for ceramic grill surfaces.
