Just to come back later to impose sanctions against them for not complying with this or that? Was not Fidel Castro such a case? So why do neo-cons fantasise about Iraq becoming some US haven of support?

Many times but no Castro was not such a case.The Batista regime that Castro kicked out was actually backed by America.

To answer your other question.In the foreign policy field Neconservatism is an Utopian ideology much like some forms of socialism.The world would probably be nice if it worked like that but it doesn't.
Wolfowitz saying Iraqi oil would pay for the occupation,all the other overly optimistic statements about the duration,cost and reception the US would get if it invaded Iraq proof this point.
