San Francisco, Brisbane, and a great many other places have solar energy Habitat for Humanity projects. They are scattered thoughout the world.

Uh...I don't know if we're thinking of the same thing....but in October there's a competition in Washington DC where universities come together and build energy saving houses and the one that's the best gets some sort of cash prize form the government.
