Each HOA is different. The rules for one community may not be the same as another. You knew your rules when you signed the mortgage so now you must follow them. They are designed to keep home values from dropping because of poor design choices by some. Solar panels have never been attractive and until they are, I doubt you'll see a change. State laws do not affect HOA's. They have enough to decide on without dealing with people's petty neighborhood issues.

The HOA is allowed to make whatever BS rules they want... Sounds like its time to relocate to a more intelligent area where the HOA will know the benefits of solar power.
Years ago, Jeremy McGrath, 7 time Supercross Champion, moved to an area in Florida where the HOA had banned riding motorcycles on the streets of the neighborhood - so he moved out.

Sorry to say, but an HOA can make up it's own rules and if you sign them when you move in you're stuck. Most of them don't want anything, including TV antennas, on the roof so that it's a clean roofline and more attractive.
Sounds like you will have to move out of your house and into one without an HOA.

I don't live in California, but from dealing with these sort of issues I would say yes. That is if they do have covenants that prevent it. That is one of the unfortunate things about living in a community with a HOA/POA. They can and do control what you can do to your own house/property.
You can try appealing to their Board if you want to take it a step higher than the inspector. If they reject it though, Caveat emptor. You should have checked before you bought the place.
