Which switch are you looking for? Does the fan come on when you turn on the A/C? If not, more than likely the fan motor is burned out. (The motor is roughly a $30-50 part)

If the fan does turn on when the A/C is on, then this is normal function (and your fan is working FINE). The fan will not turn itself on without the A/C until the temperature is near the red mark. The "switch" you're looking for is actually a Relay in the fuse box on the driver's side of the engine compartment (just anterior to the battery).

If your temperature is perpetually low (normal operating temperature range is just above the 1/4 mark, about 3/8 is correct), it is more than likely the ECTS (Electronic Coolant Temperature Sensor) which is located on the driver's side of the engine underneath the air intake column. You should replace it if your engine is idling hard at start-up... or if your engine is running hot, but your gauge is reading below the 1/4 mark.

If you want to "manually" turn on your fan, you need to install a manual fan switch. You can look over some of my previous Saturn answers to find what you're looking for.

then go to post #31 by M. Nguyen, and he has photos of which parts of the relay to wire to ground. Since your Saturn is a '97, use the top photo. Put in the wire, slap the relay back on top and wire it to ground... it's almost certain your fan will turn on.

Most are located or mounted to the radiator fan brackets and they close and open the switch as you drive and the coolant temperature in the radiator rises and falls.

They are small (maybe 2-3" in length) and retangular in shape and typically have a black wire running in and out of them.

Some are held in place by zip ties or have some type of mounting hardware that secures them to the fan bracket.

look on the lower part of the radiator. There should be electrical wires going to something. That is the thermoswitch.
