have called several places and no one in my area in ohio carries b78/13 tires. TSC carries 4.80/13rims and tires does anybody know if these will work?

The alphanumeric designated tires were popular back in the 70's. The 4:80 is more narrow than the B78 by around 1 1/2 inches and therefore the load limit would also be less unless it has more plies. A 165X75X13 car tire would be very close in size, so you might check them out.
