my mom told me if anyone bothered me to kick them where it counts. what does it mean. and does it really count?

It means you kick them in the balls. But did mom tell you what to do if it was a girl? And what does she mean by "bother you" like if someone buys you a drink in a bar do you kick him in the nuts. Or if some says something particularly anoying about your cat and it bothers you.. Do you kick him in the nuts and so on.

First, what does she mean by 'bother' you? Kicking someone in the crotch is extremely painful and shouldn't be used for little stuff like spitballs - reserve it for big stuff like if a guy is trying to kiss you and you don't want him to.
If you kick, knee, or punch a guy there, it will usually make him fall to his knees unable to move for a bit.
