According to the Neo-Cons, hardly anyone has been killed in Iraq. (2 or 3 people, at the most)
So, yes, the Shock and Awe was embarrassingly ineffective.

Because the meaning of the phrase turned out to be they were "shocked" at our incompetence at running the occupation. And they were "awed" by, well nothing, they're pretty much screwed and nothing that we've done has impressed them.

The numbers you quote are WAY off. The web site Iraq Body Count that includes all civilian deaths from violence puts the total dead over the entire war at about 77,852. See http://www.iraqbodycount.org/database/ This appears to include deaths that are not specifically linked to the war as it includes all deaths from violence.
