My dog crawled under the home,damaged the skirt,where do I get materials to fix this?

Vinyl skirting, as commonly found on mobile homes, can be purchased at any manufactured home dealership. It typically comes in a box with long lengths, but you can probably get them to sell, or give, you a single piece. It can be cut to the proper length with a pair of aviation snips (also known as tin snips), as long as it's not too cold. (vinyl gets brittle with cold temperature)

You may even be able to find some at your local building supply store, and most mobile home supply stores will also carry it. (take the damaged piece to the store with you, to make sure you get the correct type)

The type normally found, sets in a small channel on the ground, and slips up under a piece of trim, which is about 3"-4" wide. You want to cut the piece to length so that it is hidden behind the top piece, but short enough that it does not jam all the way up into the trim. Vinyl will expand and contract with temperature change, so you need to leave some room for that, and frost heave (if the bottom channel is not on the full concrete pad, under the home). The top trim usually snaps in place... just give it a tug down, and it should pop loose from the channel it sits in. Push it back up into the channel to secure it.

It may take you all of 5 minutes to fix this ;)

If you are referring to the black material that spans the entire underside of the mobile home, it is refered to as a "belly board". Repair patches that already contain the adhesive, and come in various sizes can be purchased at a mobile home repair store. If you are not famalier with a store in your area, go to a dealer, they can point you in the right direction.
