(a^1/2 b c^3)(a^-1/2 b^-5 c^-2)
=(a^1/2 b c^3)/(a^1/2 b^5 c^2)
=c/b^4

Alternatively
(a^1/2 b c^3)(a^-1/2 b^-5 c^-2)
=a^(1/2-1/2) b^(1-5) c^(3-2)
=a^0 b^-4 c^1
=1*c/b^4
=c/b^4

a^(1/2) x b x c^3 times a^(-1/2) x b^(-5) x c^(-2)

Add corresponding exponents of a, b, c...

1/2 - 1/2 = 0 [for a]
1 - 5 = -4 [for b]
3 - 2 = 1 [for c]

a^0 x b^(-4) x c^1 = b^(-4) x c [since a^0 = 1]
