It doesn't seem any different.
Calling mere comments on a board "illegal" seems a bit dramatic to me.
But how is that going to stop people? They obviously didn't pay attention to the abuse reports before so what makes you think they're going to take them more seriously now (im talking about yahoo here, not it's users, although they don't pay attention to it either)
So for that, and the giant finger-attracting report button I am going to vote that it is not for the better.

The report it flag is going to be hit on accident a ton! It's too big and an eyesore. Other than that, I don't really mind.
