Water Dragon.
My area of the country -- Tennessee -- has been in a draught. I can plant and weed and get things to grow if only I have enough water.

I'll take the Wind Dragon! I can always use something to cool me off! I get really hot year-round!

I'll take the wind one...I guess... You could create a wind storm wherever you went, that would be pretty sweet.
