I'm a guy and I have this problem to in my own undies. I just wash them in warm water with regular laundry detergent. Any brand of detergent works as well as any other. I get semen stains in my underwear all the time after I have sex with a girl, jerk off or, sometimes when I just think about cute girls or sex. I never have problems washing them out.

How long have the stains been on there for god's sake?
Hot water and a biological washing powder will get stains like that off-unless there is anything there that you're not telling us about of course.
