That's a hard one but I'd have to say a person's confidence can be measured by how content they are with their life. If a person is satisfied with their position in life, whatever that may be, then they are most probably self confident. They don't feel the need to have a bigger, better house, a newer, fancier car etc... They're content and don't feel the need to impress others. People who are continually trying to impress others are generally very insecure.

Have you seen those commercials with Bob? I forgot the name of the product, but they are selling confidence to men who don't quite "measure up".

anyway u can measure one confidence on the way that person present himself right infront of other people and the ability to talk spontaneously and the way he carry his clothes and self even nobody is watching
