Because the moisture has been trapped inside your wristwatch, it will stay there forever. A watch repairman can remove the moisture by opening then spraying the inside of your watch with a moisture remover (similar to or maybe it is WD40).

If the watch is a mechanical watch... then you can take the case off the back, and clean the interior workings... just dip it into a small dish or cup with some lighter fluid... this will clean the works, and remove any moisture built up inside it. (Brake cleaner will work too, from an auto parts store)

However, if the watch is digital, or has plastic parts inside, you do NOT want to use a petroleum base product on it... it will attack the plastic. If you have a digital watch and just need to remove the moisture.... remove the back, and either set it someplace warm for a while (like the top of your fridge), or use your hair dryer (on low heat setting).

If you're not comfortable working on your watch yourself, you can take it to a jewelry store, and they can clean it for you. (this will cost more than using a blow dryer, or a little cleaning fluid tho, hehehehe)

Good Luck

Most likely, yes. It's caused by water getting inside the watch. It might or might not damage the watch, but the cloudiness goes away after a few hours, sometimes a day or two. Nothing much to worry about.

I have that problem from time to time. I just lay the watch on a warm surface like the top of the hot water heater. The moisture evaporates.

It should go away if left in a warm and dry environment so that the water inside your watch will evaporate. I would give it a couple of days to do so.

Not readily you should take it to a watch store and have them open it up the moisture can damage the works. Also the seal might be defective.
