why must you never just turn off the switch instead of tripping the circuit breaker or removing the fuse.

Because the ciruit will be energized even with the switch open. Tripping the breaker takes all the energy away from the circuit and it is safe to work on.

With the switch off you are still connected to the earthed side of the circuit.
