Terrorism comes in many forms and I can understand why those two classmates would feel terrorized. Yes the boy should have been arrested.

Ha! Terrorism? Well, I guess in a loose sense it is, but when we think of terrorists we think of indiscriminate mass killing. Not a 14 year old threatening two classmates. Actually, since this was a directed attack, at the classmates, it might not be considered terrorism.

I don't think that was Terrorism, it's school violence and if a boy that young is doing this kind of stuff then he needs counseling, not jail alone.

It's classified this way to create a large coverage of "crimes" committed in schools. This, instead of a variety of listings for each violation. If he threatened others, I am sure they were terrified.
