Now this is a tough question!
Risky Business was more entertaining,but I think Fast Times at Ridgemount High dealt with some pretty risque issues for the times.

Fast Times is awesome, and Phoebe Cates is smoking hot, but Judge Reinhold is just too weird for me. Although Spicoli redeamed it for the most part.
So for my money Risky Business is the better movie. It was Tom Cruise before he got whacked out by the Scientologists, and Rebecca De Mornay having the hottest PG-13 sex scene I've ever seen. And sometimes you just have to say what the (expletive deleted) to Guido the Killer Pimp, with flying crystal eggs, and submarine Porches.

I don't think of Risky Business as a comedy. More of a teen drama with a few comedic moments -- hardly a laugh-fest.
Then again, seeing Tom Cruise being amorous with any female makes me chortle -- such sublime farce!
